Aslan Khalilov was born in 1962 in Shamakhi Region of Azerbaijan.

In 1982-1985 he studied in Department of History of Baku State University. In 1985-1988 he continued his study in Department of History of Moscow State University after Lomonosov.

In 1989 he began to work as a lecturer in Department of History of Baku Slav University, and then he became a senior lecturer. He is working there as a docent now.

In 2003 by the Order of the President of the Republic of Azerbaijan he was appointed Member of National Television and Radio Council for the term of 2 years and in 2005 for the term of 6 years. In 2011 and in 2017 by the Order of the President of the Republic of Azerbaijan he was re-appointed Member of NTRC.

He is married, has 2 children.
